NZ Government Insurance Office stamps

I'm putting together an article for the magazine of the Association of Lighthouse Keepers on the New Zealand Life Insurance stamps, all of which featured lighthouses of course. 

But it brought to mind a question - are/were there any other stamps issued by a government department anywhere for its own postal use, as distinct from revenue raising/taxation?  Or are these in a unique category?

(Wouldn't it be fun if it happened here?  The DVLA could have a series on historic cars to send out tax discs.  If they brought a new one out every 6 months, all the stamp collectors would be buying their car tax twice a year instead of once, thus raising extra money for the exchequer.  Perhaps I should suggest it to Mr Osborne.  He has such a tenuous hold on reality that he might think it's a good idea!)

British stamps were issued by various government departments for postage although they consisted of ordinary definitives overprinted. They were issued during the reigns of Queen Victoria and Edward VII for the following departments:
Inland Revenue
Office of Works
The Army
Government Parcels
The Board of Education 
The Royal Household and 
The Admiralty.

I was thinking more of a specific design(s) issued by a department, as the NZ Life Insurance stamps were, rather than an overprint.
